Property Taxes

All Borough property owners are subject to pay Real Estate Taxes to the Borough, the County, and the Steelton-Highspire School District. The tax amount due is based on a millage rate. Please click here for a complete listing of millage rates.

The Dauphin County and the Highspire Borough Property Tax Notices are prepared and mailed by February 1st of each year. Property owners must pay these taxes to the Borough Tax Collector by December 31st.

The bill for Steelton-Highspire School District are prepared and mailed by July 1st of each year. Property owners may pay this tax to the Borough Tax Collector or the School District depending on the payment plan you choose.

Personal Taxes

Any resident between the ages of 18 and 69, before July 1st of the preceding year, is subject to pay personal taxes known as the “Occupation Tax” and “Per Capita Tax”. The Borough charges $200.00 for the occupation and $5.00 for the per capita. Bills for these taxes are mailed to each qualifying resident by February 1st of each year. Residents must pay these taxes to Keystone Collections by December 31st.

The Borough provides exoneration from the payment of the occupation tax to all persons earning less than $5,000.00 dollars per year and to all persons with a type of exoneration listed on the Tax Exoneration Form. In order to be exonerated, individuals who fall within one of the listed categories on the form must complete the exoneration form and submit it to Keystone Collections Group, P.O. Box 519, Irwin, PA, 15642.

The Steelton-Highspire School District also charges a personal tax to all district residents between the ages of 18 and 75, before July 1st of the preceding year. You may be exonerated from the Steelton-Highspire School District Personal Tax if you have turned 75 years of age before July 1st, or are a student, 18 years of age or older (note: you must still obtain an exoneration application). Persons earning less than $4,000.00 dollars in the fiscal year may also file for exoneration. Even if the exoneration is granted, you must still pay the Districts $5.00 School Per Capita Tax, and a $5.00 School Residence Tax. College students earning more than $4,000.00 dollars per year are not eligible for exoneration. Steelton-Highspire School District exoneration applications are available from the Borough Tax Collector and must be filed with Keystone Collections at the time of Payment.

 

2022 Local Earned Income Tax Filing Update

Earned Income Tax

The Earned Income Tax is based on your salary/wages and the amount of this tax is 1% of your gross salary/wage. In most instances, your employer automatically deducts this amount from your wages and forwards that amount to the Keystone Collections Group. This tax is then split with the Borough receiving .50% and the Steelton-Highspire School District receiving the remaining .50%. As with federal and state income taxes, the amount deducted from your salary/wages is documented on your W-2 you receive from your employer and you are required to file an Income Tax Return with the Keystone Collections Group every year by the tax deadline. Local Service Tax (LST)

The amount of the LST Tax is $52.00 per year. Any person working for any business within the Borough must pay this tax. In most instances the employer deducts this amount in $2.00 increments, from your paycheck and forwards the amount to the Keystone Collections Group.
